Although there is no federal (nationwide) law that prohibits texting or using a wireless phone while driving, many states have passed laws that prohibit such activities—and some municipalities (cities, towns) have also passed ordinances that restrict texting, talking, or emailing while driving. For example:
• 25 states, the District of Columbia, Puerto Rico, U.S. Virgin Islands, and Guam have banned drivers from hand-held phone use while driving.
• 48 states, the District of Columbia, Puerto Rico, U.S. Virgin Islands, and Guam have banned texting while driving for all drivers.
• 37 states and the District of Columbia prohibit all cell phone use by novice drivers.
• 23 states and the District of Columbia prohibit school bus drivers from cell phone use while driving.

In Connecticut (CT), the use of hand-held cell phones and texting while driving is prohibited for all drivers. This aligns with the state's commitment to road safety and the prevention of distracted driving. Connecticut enforces laws that ban all drivers from using hand-held mobile phones or electronic devices to text, talk, or email while operating a vehicle. Additionally, Connecticut has specific restrictions for novice drivers and school bus drivers. Novice drivers, which typically include those with learner's permits or newly licensed drivers, are not allowed to use cell phones (hand-held or hands-free) while driving. School bus drivers in Connecticut are also prohibited from using cell phones when they are driving. These laws are in place to reduce distractions and enhance the safety of both the drivers and the passengers. Violations of these laws can result in fines and other penalties. For the most current information and specifics regarding the penalties and enforcement of these laws, individuals should refer to the Connecticut Department of Motor Vehicles or the Governor's Highway Safety Association.
