(1) No later than July 1, 2019, the state board shall make rules specifying: (a) the recommended direct and indirect services a school counselor may provide; (b) the recommended amount of time a school counselor may spend on direct and indirect services; and (c) recommended activities for a school counselor.

(2) No later than November 30, 2019, the state board shall prepare and submit to the Education Interim Committee a report on the state board's strategic efforts to address counseling services in schools.
