There shall be a State Law Library at Richmond, with a branch thereof at Staunton, maintained as at present, which shall be managed by the Supreme Court. The Court shall appoint the librarian and other employees to hold office during the pleasure of the Court; provided, however, that the clerk at Staunton shall act as law librarian there without additional compensation therefor.
