(1) An issuing procurement unit shall ensure that proposals are opened in a manner that avoids disclosing the contents to competing offerors during the evaluation process.

(2) An issuing procurement unit may not accept a proposal after the time for submission of a proposal has expired.

(3) At any time during the request for proposals standard procurement process, a conducting procurement unit may reject a proposal if the conducting procurement unit determines that: (a) the person submitting the proposal is not responsible; or (b) the proposal is not responsive or does not meet mandatory minimum requirements stated in the request for proposals.
