(1) There is created the Access Utah Promise Scholarship Program, which includes: (a) promise scholarships described in Section 53B-8-303; and (b) partner awards described in Section 53B-8-304.

(2) The board may not allocate more than 20% of a legislative appropriation for the Access Utah Promise Scholarship Program for partner awards.
