(1) The department: (a) shall assess whether an applicant is receptive to and would benefit from a service provided by a civic organization; and (b) may inform the applicant of the availability of services provided by civic organizations.

(2) (a) If an applicant chooses to receive services from a civic organization, the department shall facilitate the applicant's referral to one or more appropriate civic organizations. (b) If an applicant chooses not to receive the services of a civic organization or requests services available under this chapter in addition to the services of a civic organization, the department shall process the application as provided under this chapter.
