(1) a four-year strategy, as described in 29 U.S.C. Sec. 3112, for the following core programs: (a) youth services; (b) adult employment and training services; (c) dislocated worker employment and training services; (d) adult education and literacy activities; (e) employment services; and (f) vocational rehabilitation services;

(2) a strategy for aligning and coordinating the core programs;

(4) planning to ensure that employment centers address the requirements of the special employment needs population, including: (a) individuals who have special employment needs based on factors such as race, gender, age, disability, economic status, education, language skills, or work history; and (b) an "individual with a barrier to employment" as that term is defined in 29 U.S.C. Sec. 3102;

(5) a mechanism for getting consumer and public feedback on department programs;

(8) strategies to ensure program responsiveness, universal access, and unified case management;

(9) strategies to eliminate unnecessary barriers to access services; and

(10) strategies to provide assistance to employees facing employment dislocation and their employers.
