§ 46-25-19. Sewer connections. (a) The commission shall have full and complete power and authority to limit, deny, or cause appropriate direct or indirect connections to be made between any building or property located in the district generating sanitary or industrial wastewater, and any public sewer or appurtenance thereof discharging to the project. The commission shall prescribe such rules and regulations for sewer connections as in the opinion of the commission are necessary and appropriate for the maintenance and operation of the project. No person shall make any connection from any structure to any sewer or appurtenance thereto discharging to the project without first being granted a written permit from the commission, in accordance with the rules and regulations. The commission shall also have full and complete power and authority to compel any person in the district, for the purpose of sewage disposal, to establish a direct connection on his or her property, or at the boundary thereof, to any publicly owned sewer discharging to the district sewer project, and to cause the connection to be made at the expense of the person, firm, or corporation.
(b) The term "appurtenance", as used herein, shall be construed to include adequate pumping facilities, whenever the pumping facilities shall be necessary to deliver sewage into the project.
