§ 45-12-27. Conflict between bond referendum provisions and bond expenditure provisions. Notwithstanding the provisions of any general or special law with respect to the issuance of bonds or the expenditure of money by a city or town which provided that it became effective only upon approval by the majority of electors voting on these provisions, wherever the provision relating to the expenditure of the proceeds derived from the sale of the bonds is in conflict with the provision relating to the submission of the general or special law to the electors of the city or town, the provision relating to the submission of the general or special law to the electors of the city or town shall prevail, and the proceeds derived from the sale of the bonds may be expended for the purposes set forth in the provision relating to the submission of the general or special law to the electors of the city or town.
