§ 37-2-64. Professional services - Architectural and engineering services - Public agency. It shall be the policy of public agencies to publicly announce requirements for architectural and engineering services, which are reasonably estimated to exceed twenty thousand dollars ($20,000), and to negotiate contracts for those professional services on the basis of demonstrated competence and qualifications and at fair and reasonable prices.
