The understanding, knowledge, enjoyment and practice of the arts serve to advance the development of our citizens and contribute to the general welfare of the state. Therefore, it shall be the policy of the state to encourage and stimulate all forms of artistic endeavors. Any activity undertaken under this policy shall assist and encourage, but not limit in any manner, the freedom of expression which is essential for the well-being of the arts.
