(A) Real property or buildings a university housing commission identifies as a property site for development or redevelopment under section 3347.09 of the Revised Code may be situated within or outside of the political subdivision in which the administrative offices of the university identified with the commission are principally located.
(B) If located entirely outside of the political subdivision, but not less than thirty-three per cent of the property site's boundary is contiguous, continuously or otherwise, to other university-owned or leased property, then all of the following apply:
(1) The uses specified in section 3347.09 of the Revised Code are unconditionally permitted on the property site.
(2) The property site may be developed to accommodate population and structural densities exhibited in any other developed real property and buildings owned or leased by the university or commission for the purposes provided in section 3347.09 of the Revised Code.
(3) None of the following may be enforced, to the extent they prohibit, condition, limit, or impair either the development of a property site in accordance with this section or the housing or structural types or dimensions proposed for such purposes:
(a) Land use laws enacted by a municipality, township, city, or county;
(b) Subdivision regulations;
(c) Any other similar lawfully binding provision.
(C) Nothing in this section shall be construed to impair or prohibit a commission or university from acquiring title to real property or buildings leased or proposed to be leased in accordance with this section.
