(a) To identify veterans health manpower resources.
(b) To conduct studies and surveys of health needs to determine the extent to which such needs can be filled by veterans with health service experience.
(c) To institute and operate a veterans health manpower recruiting service including, but not limited to, a guidance and counselling service. 2. In the exercise of the foregoing powers and duties the commissioner shall consult with the director of the division of veterans' services and the heads of state agencies charged with responsibility for manpower and health resources.
