“At-risk community” means a geographic area that the Director has declared to be in need of social and economic assistance and social service programs because of the number of families who reside there who:
1. Have low incomes;
2. Are transient or at imminent risk of homelessness; or
3. Have members whose ability to excel in academics, work and social situations is impaired by the educational, economic and social situation of the family as a unit.
