The Legislative Counsel must be:
1. An attorney admitted to practice law in one of the United States; and
2. Knowledgeable in some or all of the following:
(a) Political science;
(b) Parliamentary practice;
(c) Legislative procedure; and
(d) The methods of research, statutory revision and bill drafting.
