Sec. 18a.

Grant funds awarded and allotted to a district, intermediate district, or other entity, unless otherwise specified in this article, shall be expended by the grant recipient before the end of the fiscal year immediately following the fiscal year in which the funds are received. If a grant recipient does not expend the funds received under this article before the end of the fiscal year in which the funds are received, the grant recipient shall submit a report to the department not later than November 1 after the fiscal year in which the funds are received indicating whether it expects to expend those funds during the fiscal year in which the report is submitted. A recipient of a grant shall return any unexpended grant funds to the department in the manner prescribed by the department not later than September 30 after the fiscal year in which the funds are received.
