(a) Beginning in fiscal year 2019 and for each fiscal year thereafter, the Governor shall include in the annual budget bill an appropriation of at least $4,500,000 to the Program.
(b) The Department may retain up to 3% of the appropriation required under this section to hire staff necessary to administer the Program.
