186.580 Appeals. (1) (2) If the circuit clerk refuses to issue a license or a motorcycle operator's license to an applicant, the applicant may appeal to the cabinet. If any person is aggrieved by any final order of the cabinet relating to the denial, revocation, suspension, or cancellation of an operator's license or motorcycle operator's license other than orders of revocation or suspension when the facts render revocation or suspension mandatory, he may file a petition for judicial review in the Circuit Court of the county in which he resides, or in the Franklin Circuit Court in accordance with KRS Chapter 13B.
