132.120 Certification of question -- Vote on referendum -- Certification and publication of results -- Expenses. (1) The Secretary of State shall certify to the county clerk of each county, not less than twenty (20) days before the next general election, the substance of the act or the parts of the act that are to be voted upon, and the county clerk shall have the same, as certified by the Secretary of State, appear before the voters. The elector shall designate his vote by a "Yes" or "No" vote. The votes cast for and against the measure shall be counted, canvassed and certified to the State Board of Elections in the same manner as the votes upon constitutional amendments. (2) If it is found that a majority of votes cast on the measure are in favor thereof, the act or the part of the act voted upon shall become effective. The result of the vote shall be published by the Secretary of State pursuant to KRS Chapter 424. The expense of the publications required by this section and by KRS 132.110 shall be paid as the expense of other publications that the Secretary of State is required to make in connection with elections.
