Sec. 13.2. "Personal vehicle" means a vehicle that is:
(1) used by a TNC driver to provide a prearranged ride;
(2) owned, leased, or otherwise authorized for use by the TNC driver; and
(3) not a taxicab, limousine, or other for hire vehicle.
