Sec. 2.1. "Breeder" means any of the following:
(1) The owner or lessee of a standardbred horse's dam at the time of registration with the commission.
(2) The owner or lessee of a thoroughbred horse's dam at the time of registration with the commission.
(3) The owner or lessee of a quarter horse's dam at the time of registration with the commission.
