Sec. 23. As used in this chapter, "label" means:
(1) the:
(A) written;
(B) printed; or
(C) graphic;
matter on, or attached to, a pesticide product or the immediate container of the pesticide product; and
(2) any outside container or wrapper of the retail package of the pesticide product.
