Sec. 4. The division shall do the following:
(1) Adopt guidelines for awarding a grant under this chapter.
(2) Not later than June 1, 2017, prepare and supervise the issuance of public information concerning the project.
(3) Prescribe the form for and regulate the submission of applications to participate in the project.
(4) Determine a health care system applicant's eligibility for participation in the project.
