The Department of Employment Services shall prepare and submit to the Mayor and Council, annually, a report of this chapter’s economic impact on the private sector. Among other things, the Department of Employment Services shall obtain a sample of statistics on District businesses to determine:
(1) The compliance level of businesses; and
(2) Whether companies are utilizing staffing patterns to circumvent the intention of this subchapter.

The 2014 amendment by D.C. Law 20-89 deleted “with the posting requirements” following “businesses” in (1).
Section 7008 of D.C. Law 21-160 repealed § 14 of D.C. Law 21-143. Therefore the changes made to this section by D.C. Law 21-143 have been given effect.
Applicability of D.C. Law 21-143: § 14 of D.C. Law 21-143 provided that the change made to this section by § 7 of D.C. Law 21-143 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been given effect.
