(1) The level of services provided and the scope of programs administered by the office of behavioral health that relate to substance use prevention, education, and treatment, including the number of clients served in treatment programs, is subject to the money available to the office of behavioral health.
(2) The department is authorized to accept, on behalf of the state of Colorado, and expend any grants of federal funds for all or any purposes of this article.
