The general assembly hereby finds and declares that the practice of athletic training by a person who does not possess a valid registration issued pursuant to this article is not in the best interests of the people of the state of Colorado. It is not, however, the intent of this article to restrict the practice of a person duly licensed, certified, or registered under any article of this title or other laws of this state from practicing within the person's scope of practice and authority pursuant to those laws.
