(a) The Director of State Hospitals shall appoint and define the duties, subject to the laws governing civil service, of the clinical director, the hospital administrator, the hospital director, and the chief of police services for each state hospital.
(b) The Director of State Hospitals shall appoint a program director for each program at a state hospital.
