The department may maintain a mental health service that shall advise and assist local departments of health and education in the establishment of mental health services, particularly in connection with maternal and child health conferences and in the schools of the state.
The department may conduct these activities as may be required in the development of mental health services as related to public health.
This section does not authorize any form of compulsory medical or physical examination, treatment, or control of any person.
