The department shall adopt regulations to implement this chapter, in accordance with the purposes and process required in Section 11835, which shall include, but not be limited to, the following:

(a)  Application requirements.

(b)  Service requirements.

(c)  Reporting requirements.

(d)  Required staff qualifications.

(e)  Management and documentation of participant records.

(f)  Licensure fee assessment and collection procedures.
