(a)
(1) The uniform filing fee to be charged by clerks for initiating a civil cause of action in city courts in this state shall be twenty-five dollars ($25.00).
(2) No portion of the filing fee shall be refunded.
(b) No city shall authorize, and no city court clerk shall assess or collect, any other filing fees than those authorized by this act, unless specifically provided by state law.
