(a) There shall be appropriated annually, for the military department, the sum of twenty thousand dollars ($20,000) for the State Judge Advocate to pay for the administration of military justice.
(b) For the foregoing purposes, there is created in the State Treasury a fund to be designated the State Military Department Fund Account-Military Justice Fund, from which expenses of military justice shall be paid in the amounts and manner prescribed by law.
