The first twelve thousand dollars ($12,000) received by the Madison County Commission, pursuant to paragraph t. of subdivision (2) of subsection (c) of Section 28–3–190, from the excise tax on beer shall be distributed monthly by the county commission to fund the Senior Citizens' Prescription Drug Program in the county.
