A foreign civil aircraft, including unmanned aircraft as defined in § 1.1 of this title, other than those referred to in § 375.10 may be navigated in the United States only when:
The operation is authorized by the Department under the provisions of this part, and
The aircraft complies with any applicable airworthiness standards of the Federal Aviation Administration for its operation.
