An EA is a concise document with sufficient information and analysis to enable the Executive Director to determine whether to issue a FONSI or prepare an EIS.
Commission actions that generally require an EA exhibit the following characteristics:
Minor but likely insignificant degradation of environmental quality;
Minor but likely insignificant cumulative impact on environmental quality; and
Minor but likely insignificant impact on protected resources.
