(1) The council chair or the council chair's designee shall report annually no later than October 1 of each year to the Public Utilities, Energy, and Technology Interim Committee.
(2) The council's annual report shall contain: (a) a summary of topics the council studied during the year; (b) best practice recommendations for state government; and (c) recommendations for implementing the council's best practice recommendations.
