(1) to provide a high quality, efficient, and economical public system of higher education and technical education through strategic direction and planning that: (a) provides for the economic vitality of the state; (b) provides for the systematic and orderly development of facilities and quality programs; (c) provides for coordination and consolidation; and (d) establishes systematic development of the role or roles of each institution of higher education;

(2) to vest in the State Board of Regents and the Utah System of Technical Colleges Board of Trustees power and authority to govern and coordinate, consistent with state law; and
(3) to provide for the delegation of certain powers to: (a) institution of higher education boards of trustees; (b) technical college boards of directors; and (c) presidents of higher education institutions and technical colleges.
