(1) The department shall contract with an independent evaluator who will perform an assessment for the pay-for-success contract.
(2) The independent evaluator shall: (a) have demonstrated expertise in evaluating home visiting programs; and (b) have successfully completed at least two independent evaluations of a program that utilizes the pay-for-success contract model before entering into the contract.
