Any exporter shall pay to the department a severance fee of an amount not to exceed one-tenth (1/1) of the value of the shells. The severance fee payments shall be made on the forms and in the manner prescribed by the commission. The exporter shall file a surety bond of Five Thousand Dollars ($5,000.00) with the department.
