(1) The department may establish a system to allow the electronic transmission of registration, lien, and titling information for motor or off-highway vehicles. The department may adopt rules necessary for the implementation of this section. If the department promulgates a rule requiring lien and title documents to be filed electronically, a financial institution with less than fifty transactions per year need not file electronically.
