Due to pending public school finance litigation, before any rules and regulations pursuant to the implementation of Arkansas Constitution, Amendment 74, are reviewed by the Subcommittee on Administrative Rules and Regulations of the Legislative Council and adopted by the Department of Education, such proposed rules and regulations shall be reviewed by the Litigation Reports Oversight Subcommittee of the Legislative Council.
