Any Hearing Officer may—
Give notice concerning, and hold, prehearing conferences and hearings;
Administrator oaths and affirmations;
Examine witnesses;
Adopt procedures for the submission of evidence in written form;
Issue subpoenas and take depositions or cause them to be taken;
Rule on offers of proof;
Receive evidence;
Regulate the course of the hearing;
Hold conferences, before and during the hearing, to settle and simplify issues by consent of the parties;
Dispose of procedural requests and similar matters; and
Issue decisions, make findings of fact, make assessments, and issue orders, as appropriate.
