As used in subparts B through G of this part:
Secretary means the Secretary of the Board of Governors of the Federal Reserve System;
Member bank means any bank that is a member of the Federal Reserve System.
Institution has the same meaning as that assigned to it in § 263.3(f) of subpart A, and includes any foreign bank with a representative office in the United States.
